Students in New York State would be required to declare a field of concentration, akin to a major in college,  in order to receive high school diplomas under a proposal by the State Education Commissioner, Richard P. Mills.    The plan, the first of its kind in the country, would require all high school students to concentrate on one field of study -- like advertising, health or foreign languages -- linking five or six yearlong courses and internships.
