U.S. Doctor's Donations Fuel Mideast Storms

By Serge Schmemann With James Brooke

Article profiles Dr Irving Moskowitz, American millionaire, who has placed himself in center of Middle East politics by turning over house in Arab East Jerusalem to Jewish settlers; to supporters, he is philanthropist who has used his fortune to restore Jews to Land of Israel; but to critics, he is meddler who has put Israel in great danger from safety of his mansion in Miami Beach; even though he has been involved in securing Arab properties for decades, he first attracted widespread attention year ago, when identified as major backer of Western Wall tunnel, opening of which led to deadly outbreak of violence between Israelis and Palestinians; photo (M)
