Deficit Falls to $22.6 Billion As Tax Revenues Surge President Clinton will announce today that the Federal budget deficit for the just-completed fiscal year fell to $22.6 billion, its lowest level in decades, largely as a result of strong economic growth that has created a surge in Federal tax revenues. The Administration started the year expecting a deficit of $128 billion.
