Tom Osborne's final Nebraska football team understood the political reality. The Cornhuskers knew that perfection might not be enough to end his 25th season as head coach with a national championship. So the Huskers did the next best thing.    They sent their coach out with a signature display of power football in a 42-17 victory over Tennessee tonight in the 64th Orange Bowl. The Huskers reduced Peyton Manning, the Volunteer quarterback in his final game, to the role of spectator as the yardage total mounted and the Nebraska lead increased.
