TV Networks Are Heading For Toughest Fall Fight Yet The new fall television season officially opens tonight, and executives of the six broadcast networks are expecting their bloodiest battle yet for ratings as they squeeze 36 new shows into an already crowded prime time. Indeed, there is a sense of desperation in the industry, because the risks are so great and the stakes so high. That desperation is reflected in deals like the $13 million an episode that NBC will pay for ''E.R.,'' TV's biggest hit. And the networks are anxiously shuffling their schedules to seek an edge on specific nights; Fox, for example, is moving its animated series ''King of the Hill,'' above, to Tuesday. [Page C7.]
