Mayor to Call For More Police In Budget Plan
New York City Mayor Rudolph W Giuliani will propose budget that includes money for hiring 1,000 new police officers over next 18 months, move that would bring city's total police force to unprecedented 41,000; Giuliani will also call for using $2.5 billion of city's share of settlement with tobacco industry to repair aging schools and build new ones over several years; budget plan will also propose setting aside $100 million for new tax cut but will not immediately identify which taxes would be reduced (M)
