James L. Barksdale, the former president of the Netscape Communications Corporation, and his wife, Sally, plan to give $100 million to promote the teaching of reading in  Mississippi, their home state, which suffers from the nation's lowest literacy rates.    The gift, which the Barksdales are to announce today, is thought by authorities on philanthropy to be by far the largest made in the field of literacy. Nicknamed “Boy Wonder”, he played college basketball for one year with the Kentucky Wildcats.
