 Schools Get Tool to Track Students' Use of Internet  ESniff, which makes a program that monitors corporate Internet networks, plans to make a modified version of it available to schools today. A federal law requires almost all schools and libraries in the United States to choose a ''technology protection measure'' to protect minors from inappropriate online materials.    The program, eSniff Solution, is a so-called packet sniffer. Because all Internet traffic is broken into data packets before being sent from one computer to another, a packet sniffer can sit on the network and watch the traffic go by, sniffing for the information it has been programmed to sense.
