The Bush administration said today that it would apply intense pressure on the Northern Alliance, newly in control of Kabul and much of Afghanistan, not to create a government on its own but to fulfill its promise to let the United Nations put together a broad coalition to rule the country.    At the same time, after a meeting of the National Security Council conducted from President Bush's ranch here this morning, the administration also vowed to vigorously prosecute the war against remaining Taliban holdouts. It pledged, as well, to refocus its efforts on crushing Al Qaeda, the terrorist network, and its surviving leaders, who apparently include Osama bin Laden.

It was an important break. The Taliban imposed a harsh variety of Islam that brought them condemnation around the globe. All men had to wear beards at least four inches long. No woman could work or go to school or leave the house alone, and women had to be completely covered if they ventured out of their houses at all. Television and music and many other forms of recreation were banned.

An effort to impose a federal moratorium on student visas in the wake of September's terrorist attacks has foundered after an intense lobbying campaign by university officials, who feared the pause would deal a crippling blow to advanced research programs and to the bottom lines of colleges and universities.     In the days after the attack, Senator Dianne Feinstein, Democrat of California, proposed a six-month moratorium on the issuance of such visas as part of the general effort to tighten the nation's security. University officials who argued against the visa restrictions invoked the lofty values of international education: spreading democracy, promoting knowledge and forging ties with future leaders abroad.

Caleb Sequan Williams is an American professional football quarterback for the Chicago Bears of the National Football League (NFL). Following one season of college football with the Oklahoma Sooners, he played for the USC Trojans and won the Heisman Trophy in 2022 after setting single-season school records in passing yards and touchdowns.
