 Major Stock Gauges Plunge As 4-Month Rout Continues  Stocks continued their plunge in a four-month rout that has sent the major indexes below their lows of last September and to levels that, if they hold, will make this the worst year for the market since the 1970's.    The Standard & Poor's 500-stock index is at its lowest level since June 1997 and is down 44.5 percent since its high in March 2000. The S.& P. fell 33.80 points, or 3.8 percent, to 847.76. The S.& P. is down 26.2 percent for the year. The Dow Jones industrial average fell 390.23 points, or 4.6 percent, to 8,019.26.
