House Republican leaders agreed to abandon President Bush's plan to eliminate all taxes on dividends, forging instead a new proposal that would reduce the taxes on both dividends and capital gains. The proposal would lower the tax on dividends to equal that of capital gains and would cut the gains tax for most investors to 15 percent from 20 percent.
