 U.S. Looks to Free Market To Curb Medicare Costs  Under measures passed by the House and the Senate, the 40 million Americans on Medicare would have the chance to receive a prescription drug benefit either under Medicare or under new programs offered by private health plans. The government hopes that by encouraging beneficiaries to enroll in the private plans of their choice, it can rein in Medicare costs through the discipline of the free market.    But some policy analysts say that private health plans have never proved they can save significant sums of money and that Washington is at risk for repeating its mistake of trying to encourage private health plans while keeping a lid on costs.
