SENATE'S POWER ASSAILED; Littleton Argues That Congress Can Call by Subpoena.

WASHINGTON, March 21. -- Harry F. Sinclair was scheduled to appear today before the Senate committee investigating oil leases and once more give testimony. He was present when the session began but the purpose of the Senators to question him was balked when Martin W. Littleton, appearing as counsel for the oil man, presented a brief and then an oral argument questioning the right of the committee to pursue its plan with his client.
