A heavy increase in both through railroad and commutation traffic was shown in the annual compilation of steam railroad and local ferry traffic into and out of New York, made public yesterday by the Transit Commission. The trunk line railroads entering New York or approaching it from the New Jersey side had a both-way passenger traffic for 1923 of 234,867,481, an increase of 10,972,895, or 4.9 per cent., over 1922.

The author proposes restoration of the Bureau of Conciliation and Peace in the Department of State of the United States, as projected and functioning for a time in 1909. The real method to insure peace is to prevent the creation of war materials, says Mr. Wilson. He holds that the discoveries of the World War and others in prospect have depended and will depend almost wholly on the ingenuity of the world's scientists. Therefore, he would have the scientists of all nations enter an understanding not to contribute their skill in the manufacture of munitions.
