GENEVA, Dec. 8 (AP). The Council of the League of Nations, in a private session today, discussed the program of disarmament study outlined by the Disarmament Council (Council No. 2), seeking means of composing the differences between France and England, the question of tying up the subject of mutual assistance in the event of war with that of disarmament.
