WASHINGTON, Dec. 9 (AP). -- Chile's decision to appeal from the plebiscitary commission's decision to President Coolidge, as arbitrator in the Tacna-Arica controversy between that nation and Peru, caused little surprise in Washington, although observers had expected Ambassador Mathieu's elevation to the Foreign Ministry at Santiago to hold the situation at Arica more or less in abeyance for some time.
