MEMPHIS, Tenn., April 29. -- Tearing through the levee at South Bend late today, the swollen Arkansas River again made mockery of man's heroic work to stem the racing tide. Set free by a 200-yard gap, rapidly widening, the flood waters will virtually complete the inundation of Southeast Arkansas.
