LAKE SUCCESS, July 4--Mediation procedures, which have been suggested repeatedly during the past several days to help end the Korean war, were generally ruled out today at the United Nations. The view firmly held in most quarters here is that talks are useless until the Communist troops withdraw behind the Thirty-eighth Parallel to their pre-attack positions.
