Switzerland and US agree on draft legal aid treaty under which Swiss Govt will help track down money hidden in Swiss banks by agents of organized crime; details on draft treaty machinery for defining cases of organized crime; for 2 yrs Swiss officials have said that country could not violate secrecy of Swiss banks, which provide numbered accts for greater privacy, to help US track down tax evaders; position is reaffirmed in communique announcing draft treaty; communique says that tax evasion is not Swiss crime but delegation has conceded to broaden definition of common crimes to aid US in tracking down illegal uses of Swiss bank accts; Swiss delegation head Nussbaumer says that bank accts of Amers will remain secret in all cases where US evidence fails to convince Swiss authorities that person involved is cooperating in organized crime
