GENERAL MOTORS AND UNION REACH TERMS FOR PACT
UAW and GM agree on pact providing raises of 13%, or 51c an hr, the 1st yr and 3%, or 14c an hr, in each of the 2d and 3d yrs; pact also provides cost-of-living escalator clause without ceiling, with an inflation catch-up the 1st yr and qrly raises from Mar '72; early retirement program gives $500-a-mo pension to workers with 30 yrs service at age of 58 at start of contract, with age dropping to 56 by end of contract; raise seen increasing wages by 20% over 3 yrs, with inflation protection adding another 10%; other benefits include 4th wk of vacation after 20 yrs of service, but there is no dental care plan, 1 of union's goals; some rank-and-file opposition develops over failure to win full '30 and out' retirement, meaning retirement with $500-a-mo pension after 30 yrs of work with no age minimum; pact allows younger 30-yr workers to retire but penalizes them 8% of $500 for each yr under age limitation; accord announced after 24-hr bargaining session; Bramblett says pact is inflationary
