Nixon, in State of Union Message, proposes broad program to 'close gap between promise and performance' at all levels of govt; urges Cong to open way for new 'Amer Revolution' in which power is returned to people; says Amers are ready for 'lift of driving dream' after long period of war and division

Citizens advisory comm, apptd by Higher Educ Bd in Dec '69 and headed by R F Wagner, considers proposal for sliding scale of 'student charges' of $100-$500 yrly for full-time undergrad students whose families earn $10,000 or more annually; all students with family incomes under $10,000 would continue to attend univ free of charge; money would be used to pay debt service for univ's Construction Fund, thus enabling univ to overcome its shortage of bldg space; comm is also revg other proposals for augmenting univ's income, most of which call for substantial increase in proportion of univ's budget contributed by state; Wagner says comm, which is divided over course of action, may reach tentative conclusions soon, int; says group will hold pub hearings on proposals before submitting final rept in mid-Feb; comm's proposals were developed by acctg and educ consulting firm of Peat, Marwick, Mitchell and Co; consultants hold state must contribute about 70% of univ's budget by '72-73 to make proposals financially feasible
