Acting US Atty for Eastern Dist Edward J Boyd 5th announces that US Repr Angelo Roncallo and 4 other Repub Nassau County (NY) officials have been indicted by Fed grand jury on extortion and conspiracy charges involving scheme to extort money from LI contractor William F Cosulich for benefit of Repub party; Oyster Bay Town Supervisor John W Burke is charged with perjury; indictments viewed as perhaps heaviest blow county Repub orgn has ever suffered although full impact will not be known until grand jury completes investigation; Oyster Bay officials indicted are Deputy Public Works Comr Frank Antetomaso, Town Atty John M Conroy, Public Works Comr asst Frank J Corallo and former Public Works Comr Gerard P Trotta; Roncallo, who denies charges, says he is victim of 'power play' from US Atty's office; Burke and Conroy issue joint statement declaring innocence; indictments charge that Cosulich, head of engineering concern bearing his name, and partners Miroslav Dvirka, Nicholas Bartilucci and Henry A Ostrowski had consulting engineering contract to improve, modernize and maintain incinerator facilities in Oyster Bay and that in Jan '70 Antetomaso and Corallo demanded money from Ostrowski; Cosulich reptdly refused demand; wk later, Antetomaso and Corallo, in connection with contracts totaling more than $2-million awarded to 4 cos for reconditioning town's 2 incinerators, demanded more money for Roncallo, at that time Nassau County Controller and Oyster Bay Repub leader; Cosulich again refused; Corallo and Antetomaso then reptdly tried to persuade Dvirka and Ostrowski on 'numerous occasions' to resign 'for purpose of ruining' Cosulich's business; Cosulich allegedly 'gave sum of money' after further talks to Roncallo, who assured him that 'everything would be all right'; Conroy and Trotta were named in indictment that alleged that in Jan '72, nearly yr after Cosulich submitted proposal for design of 'bulky refuse incinerator,' Conroy arranged to meet with Cosulich and Trotta; Trotta reptdly told Cosulich when 3 met on Feb 25 that engineers and contractors were required to kick back to Repub party 5% of revenues derived by them from town contracts; Trotta reptdly told Cosulich that he owed $4,000 and Cosulich gave him $2,000 as part payment; incinerator project was approved in Mar and Conroy allegedly arranged meeting in July for balance of money to be paid to Trotta; Burke was charged with perjury when he denied that he met on Feb 3 '72 at Rothman's Restaurant (East Norwich, LI) with Conroy, Roncallo and Trotta; subject of alleged meeting was not mentioned in indictment; Roncallo and Boyd illustrations; map (L)
