Nixon Adm offers to compromise with Cong on new minimum wage bill; Labor Sec Peter J Brennan possibilities include controversial youth subminimum wage; Nixon sends lr to leaders of Cong labor coms stressing need for enacting responsible minimum wage bill during present session; lr does not contain veto threat; indicates that 'responsible' bill would include lower minimum wage for youth, slow phase-in of new minimum and limitations on coverage of domestic workers as well as state and local govt workers; Sen bill would raise minimum to $2 an hr immediately and $2.20 an hr yr from passage; Sen bill contains no provisions for lower wage for teen-agers; it adds domestic workers and state and munic workers to minimum wage coverage; HR bill would raise legal minimum to $2 an hr immediately, to $2.10 on Jan 1 '75, and to $2.30 on Jan 1 '76; HR would also include housemaids and govt workers under minimum wage coverage, although under conditions different from Sen bill; rules out youth subminimum but would ease certain traditional restrictions on hiring students; Nixon lr indicates that he does not care for either Sen or HR bill (M)

Egyptian Pres Sadat is being acclaimed as master politician and psychologist in Egypt as result of Oct Middle East war; has come out of shadow of his predecessor, Gamal Abdel Nasser, and has established himself as 'boss'; campaign of de-Nasserization is gathering momentum; Ali Amin, pre-Nasser journalist who replaced Mohammed Hassenein Heykal as chief editor of Cairo newspaper Al Ahram in Jan, is main sounding bd of de-Nasserization; each of Amin's columns has attacked Nasser, particluarly his police repression; when Sadat ordered amnesty of number of formerly political and mil figures in Jan, 1 name that was kept out of papers was that of Salah Nasr, chief of army intelligence until he was arrested and tried in '67 on charges of plotting against Nasser; fact that his release was kept secret has given rise to rumors that he will reveal some of his recollections of police repression under Nasser; other postwar moves by Sadat to reinforce his popularity noted; illus (L)
