Two Test Projects to Seek Power From Ocean's Heat
Natl Sciece Foundation is offering $1.8-million for testing of hypothesis that substantial amounts of energy can be derived, at low costs and with no pollution, from temperature differences within oceans; it has been calculated that heat being carried by Gulf Stream through Fla Straits between Miami and Bahamas could be harnessed to produce all elec now used in US; 2 plans, proposed by Dr William E Heronemus and Dr Clarence Zener, would use warm surface water to vaporize 'working fluid,' such as propane or ammonia that vaporizes at temperature as low as that of tropical surface water; vapor would drive turbines of power plants, moored in ocean, and then be condensed back into fluid by frigid water brought up from great depths; J Hubert Anderson (Sea Solar Power Inc) estimates that power can be generated at $165 per kw, compared with $340 per kw in fossil-fuel plant; Zener, noting massive amts of water needed for operations and possibility that changes in Gulf Stream's temperature load could adversely affect climate of Western Eur, would place plant elsewhere in Caribbean; problem of storing power for shipment to land discussed; schedule for testing noted; foundation dir Dr Lloyd O Herwig notes interest of indus and navy in project (M)
