WASHINGTON, Nov. 3 Negotiations to avoid a national coal strike next week reached a new impasse tonight, and Arnold R. Miller, the president of the United Mine Workers, said he was ordering home his 38‐member bargaining council. The council's approval is needed for a settlement.
