NY Times survey indicates that while depressed econ conditions caused riots and mass demonstrations in '60s and early '70s, core cities are relatively quiet even though some authorities hold econ conditions are worse now than at any time in last decade; finds little disagreement that recession hit blacks particularly hard, and that as econ improves, impact will not be felt in pockets of poverty as quickly as elsewhere (L)
