Brit House of Lords wins victory over House of Commons by forcing Commons to accept Lords' amendment to Govt housing bill; effect of amendment is to continue penalties on local officials who had willfully defied a law 3 yrs raising rents in public housing; issue focused on mining town of Clay Cross, Derbyshire, where council members refused to raise rents; council members were disqualified from public office and episode became natl issue; when Prime Min Harold Wilson returned to power, legis indemnifying council was enacted; Lady Burton of Coventry spoke against legis, saying it was 'morally wrong' that Parliament was asking House of Lords to condone breaking law, Lords rejected legis and after hrs of debate, Commons voted to maintain council members' disqualification from public life (M)
