Fed Election Comm, 5-1, rules that money spent to finance Pres Ford's pol travel as announced candidate in '75 should not be charged against his '76 campaign spending ceiling, except in special cases, but that all of Ford's domestic travel in '76 will be presumed to be in support of his candidacy, thus its cost will count against $10-million limit imposed on all Pres aspirants for primary elections; decision increases by hundreds of thousands of dollars amt Ford will be able to spend to turn back Repub primary challenge by Ronald Reagan; ruling also permits Dem Pres aspirants to exempt from campaign spending cost of their travel during rest of '75 as long as they are engaged in 'party building' rather than personal pol promotion; comm suggests that Repub Natl Com give 'equitable treatment' to Reagan during rest of '75 by financing his 'party building' trips; Dem Natl Com attacks comm ruling, saying Ford's appearances before Repub-sponsored functions since June 19, announcement of his candidacy should be attributable to cost of his '76 campaign; comm also approves receipt of Fed matching funds for primary campaigns aspirants Ford, Jimmy Carter, Lloyd Bentsen, Henry M Jackson and Terry Sanford; delays approval of others (M)

Gunnar Gunnarsson was an Icelandic author who wrote mainly in Danish. He grew up, in considerable poverty, on Valþjófsstaður in Fljótsdalur valley and on Ljótsstaðir in Vopnafjörður. During the first half of 20th century he became one of the most popular novelists in Denmark and Germany. One time he went to Germany and had a meeting with Hitler and is considered to be the only Icelander to have met him.
