ALBANY, Dec. 61—The Legislature abruptly recessed tonight in the face of strenuous objections by New York City officials to a bill that would have required the Emergency Financial Control Board to set aside nearly $100 million of city revenues each year for the next three years to pay off the holders of one‐year City notes when the three‐year moratorium on their payment ends.

A Federal District Court judge issued a permanent injunction blocking proposed increases in mail rates that were to have gone into effect Dec. 28. Page 13.

WASHINGTON, Dec. 16—What‐sometimes sounded more like a convention of prison wardens than a gathering of educators ended today with a consensus that extraordinary security precautions would be an unavoidable necessity in many schools for a long time to come in the face of mounting violence.

SAN FRANCISCO, Dec. 16—Sara Jane Moore's plea of guilty of attempting to assassinate President Ford was accepted today in Federal Court.

WASHINGTON, Dec. 16—The House of Representatives failed today to muster the two‐thirds majority needed under a special procedure to pass a bill for tax reductions next year. The failure suggested that the House might have trouble overriding President Ford's promised veto.
