A CITY NOTES BILL STALLS IN ALBANY
ALBANY, Dec. 61—The Legislature abruptly recessed tonight in the face of strenuous objections by New York City officials to a bill that would have required the Emergency Financial Control Board to set aside nearly $100 million of city revenues each year for the next three years to pay off the holders of one‐year City notes when the three‐year moratorium on their payment ends.
