Tax Relief for Business Quietly Gaining Support

Proposed Capital Cost Recovery Act (known as 10‐5‐3 bill), which would change rules under which businesses can claim tax writeoffs for buildings and equipment, has support of important Democratic and Republican Congressmen and is viewed as having good chance of becoming law in '80; bill would authorize flat percentage writeoffs for all buildings over 10 years, for equipment over 5 years and for light trucks and automobiles over 3 years; Senator Edward M Kennedy, while not signing up to support bill, has endorsed its underlying premise that present depreciation allowances are inadequate; bill was sponsored by Reprs Conable and Jones, and drafted by Washington tax lawyer Ernest S Christian Jr; Prof Dale W Jorgenson, Harvard Univ economist, opposes bill as too generous; other concerns over bill exist among some Senators and in Treasury Dept; chart on bill's provisions (L)

Danny L. "Blue" Adams is an American former professional football cornerback who played four seasons in the National Football League (NFL). After playing college football for Cincinnati, he was selected by the Detroit Lions in the seventh round of the 2003 NFL draft. During his professional career, Adams was also a member of the Tampa Bay Buccaneers, Jacksonville Jaguars, Chicago Bears, Rhein Fire, Cincinnati Bengals, Atlanta Falcons, and Montreal Alouettes. He is currently the secondary coach for the Michigan State Spartans.
