Interior Sec Cecil Andrus endorses proposal of Northern Tier Pipeline Co as best of 4 competing proposals to move excess Alaskan crude oil eastward from West Coast; $1.2 billion proposal calls for construction of 1,491‐mile pipeline from Port Angeles, Wash, to Clearbrook, Minn, where it would connect with existing pipelines to bring 709,000 bbls of oil a day to Northern Plains and upper Middle West; Andrus adds that line would be capable of moving crude oil found in region, including Overthrust Belt in Rocky Mountains, and that it would provide greatest economic advantage since it lies entirely within US; says it also has best prospects for financing (M)

Johan Collett MĂŒller Borgen was a Norwegian writer, journalist and critic. His best-known work is the novel Lillelord for which he was awarded the Norwegian Critics Prize for Literature in 1955. He was nominated for the Nobel Prize in Literature in 1966.
