WASHINGTON, Jan. 18 -- Top officials of the United States Olympic Committee, after meeting more than two hours with Secretary of State Cyrus R. Vance and aides of President Carter, suggested today that they would not necessarily comply with a decision by the President to withdraw from the Olympic Games in Moscow this summer.
