  In the early hours of July 31, 1968, Lenore Mussenden, a 21-year-old college student, was shot once in the chest by a man who confronted her in front of her Staten Island apartment building. The man fled. She died six days later, and her murder went unsolved.   On Monday night, less than four miles from the site of the shooting, a 46-year-old unemployed drifter was arrested on shoplifting charges. Something had been ''burdening'' him, he told the officer who arrested him, and he confessed to the killing.

  Buyers swarmed into the stock market again yesterday, sending trading volume to its second-highest level ever and pushing up the price of most shares. Blue-chip issues, however, retreated a bit.   Traders and analysts said that small investors, in a delayed reaction to the Dow Jones industrial average's huge 43.10-point rise on Tuesday, pushed their way into the action.   ''We had a lot of retail activity today; our retail traders are very busy,'' said Robert Leonard, a vice president at Smith Barney, Harris Upham & Company. ''They're still on the phones,'' he said 15 minutes after the market had closed for the day.

STOCKS UP AS VOLUME SURGES

  AROUND these parts when the nights grow long and the wind howls across the high, arid plains, they still tell of the New Yorker who came all the way to decorate a Texas ranch house. It seems that she was a Park Avenue decorator, with a lot of clients and a fancy reputation. But wouldn't you know that the Texans met her right at the plane with a pickup truck? And then, didn't they drive her out to the ranch and set her to work sewing chintz curtains and bedspreads?   ''That was in 1968, the neighbors dropped by and Estelle had a sew-in,'' said Alexandra Stoddard, the decorator in question, speaking of the rancher in question, Estelle Marsh Watlington. Mrs. Watlington, whose family is blessed with an abundance of oil, gas, cattle and land, is hardly the rustic cowgirl: it was she who recognized the talent of a fellow by the name of Halston and helped bankroll his entry into a greater world. ''That sew-in was great fun, and it was so practical,'' Miss Stoddard said, ''since ordinarily you do the measurements and then your workroom does the sewing months and months later. But that's what I love about Texans, they get right to it.''

A NEW YORK DESIGNER TACKLES AMARILLO

  On a weekend morning on Rodeo Drive recently, women tried on $2,000 suits in Chanel's palatial private dressing rooms. Hostesses, in caps and starched aprons, served soda or fruit juice, coffee or tea.   A few doors away, at Ted Lapidus, shoppers rummaged through piles of clothing marked 30 percent to 90 percent off. Clerks, wearing blue and white sweatshirts that read ''Sale,'' watched with folded arms from the rear of the store.   The two shops share the same side of the street but stand on different sides of a debate over the future of Rodeo Drive, one of the premier fashion streets of the world.

RODEO DRIVE ISSUE: TOO MUCH GLITTER?

  The Canadian Government announced today that it would let Gulf and Western Industries keep the Canadian operation of Prentice-Hall that G.&W. acquired when it bought the parent publisher in 1984.   In return, said Canada's Industry Minister, Sinclair Stevens, Gulf and Western had agreed to sell 51 percent of the smaller Canadian unit of Ginn & Company to Canadian buyers within two years. G.&W. acquired Ginn, an American publisher, last June.   And Simon & Schuster, another publishing house now owned by Gulf and Western, will continue to distribute books here through Canadian-controlled distributors and will market internationally works by 10 ''promising'' Canadian authors a year, Mr. Stevens said.   The three operations in Canada earn about $43 million (United States) a year, half of which comes from Prentice-Hall's Canadian unit.

G.& W., IN CANADA DEAL, WILL KEEP PRENTICE UNIT

  Most New York City residents perceive corruption as being widespread in the city government and believe that it has a considerable effect on the quality of the services the city provides, according to a New York Times/WCBS-TV News Poll.   A vast majority of those polled also said Mayor Koch should be held responsible for corruption around him, and more than half said they did not believe the Mayor's assertion that he was unaware that there was serious corruption in his administration.   Half of those questioned said, however, that they believed that the people around the Mayor, rather than Mr. Koch himself, were in charge of what goes on in the city government. #65% Approval for Koch New Yorkers continue to view Mr. Koch himself as very honest, and approval of the overall job he is doing as Mayor, at 65 percent, remains near the highest levels he has attained in public polls, despite the municipal corruption scandal that has shaken his administration since January.

MOST IN POLL SAY CITY CORRUPTION IS WIDESPREAD AND HURTS SERVICES

  Few people here are optimistic enough to believe that things will ever look as bright again as in 1952, when Look magazine named Newburgh that year's ''all-American city.''   But the recent announcement that a regional bank was planning to build its headquarters here has been taken by many as a sign that the city's fortunes, declining steadily for over two decades, may finally be looking up. With Key Bank coming in, said the city's mayor, Joan Shapiro, Newburgh is becoming ''a city to be reckoned with.''   ''People had given up on Newburgh,'' Mayor Shapiro said. ''It might sound corny, but the city was forsaken. It was considered the pits.''

NEWBURGH TRIES TO RECAPTURE ITS PAST GLORY

  In a dramatic victory for Prime Minister Felipe Gonzalez, Spaniards voted today to remain in the North Atlantic Treaty Organization.   With all the ballots in a national referendum counted, the Government said the vote was nearly 53 percent to 40 percent, with the rest blank or invalid.   Public-opinion polls through last week indicated that voters, in the first such referendum by a NATO country, would ask that Spain become the first member to quit the alliance.   The Reagan Adminstration and the leaders of several Western European countries had expressed apprehension that Spain's withdrawal would jar Western unity and set a dangerous precedent for other shaky members, such as Greece.

  The Reagan Administration, in a reversal of policy, expressed ''deep concern'' today over what it called ''the troubling human rights situation in Chile.'' It called on other countries to support an American resolution condemning Chile at the United Nations Human Rights Commission.   State Department officials said the United States had been quietly pressing for months for changes under the military Government of President Augusto Pinochet, which has been in power in Chile since 1973.   But they said that the efforts had been frustrated and that the United States had therefore decided not only to publicize its unhappiness but also to denounce Chile in a resolution introduced last week at a meeting of the United Nations commission in Geneva.

U.S. IN REVERSAL, FAULTS CHILEANS OVER RIGHTS ISSUE

  Edwin J. Gray, chairman of the Federal Home Loan Bank Board, outlined to Congress today a plan to borrow $10 billion from the 12 Federal Home Loan Banks over the next five years to prop up hundreds of ailing savings and loan associations.   In testimony before the House Banking Committee, Mr. Gray said that his long-awaited plan for dealing with thrift units that are effectively insolvent would cost his agency a total of $16 billion over three years and $22.5 billion over five years.   Mr. Gray, as chief regulator of 3,248 savings and loans associations with $1.1 trillion in assets, has been under pressure for several months to devise a recapitalization plan for the depleted Federal Savings and Loan Insurance Corporation. Its resources have shrunk so drastically that it has been able to liquidate only the smallest insolvent thrift institutions and has been forced to keep open institutions whose losses have exhausted their capital funds.

THRIFT UNIT RESCUE PLAN IS OUTLINED

  Treasury Secretary James A. Baker 3d told the leaders of a Congressional subcommittee today that the Reagan Administration would turn over to the Philippine Government copies of about 1,500 financial documents brought to Hawaii by Ferdinand E. Marcos, the legislative leaders said.   According to the ranking Democrat and Republican on the House Subcommittee on Asian and Pacific Affairs, Mr. Baker said copies of the documents would also be made available to the subcommittee within a few days.   Representative Stephen J. Solarz, Democrat of Brooklyn and chairman of the subcommittee, and Representative Jim Leach, an Iowa Republican and ranking minority member of the subcommittee, praised Secretary Baker and the Administration for their cooperation. Interest From Manila    The decision, according to Congressional and Administration officials familiar with the documents, means that investigators will obtain vital clues to unraveling the Marcos family fortune, an issue of intense interest in Manila as well as in Congress.

U.S. SAYS MANILA WILL BE PROVIDED MARCOS'S PAPERS

  International Washington will give Manila copies of 1,500 financial documents taken to Hawaii by Ferdinand E. Marcos, Treasury Secretary James A. Baker 3d told the two leaders of a House subcommittee. The Congressmen also said Mr. Baker had told them that copies of the documents would be made available to their panel within a few days.   The space agency's decision to let the private rocket industry supplement the shuttle in lofting satellites gives this struggling business its best chance yet to develop the nation's first commercially run launching apparatus, analysts and executives said today.   For several years, private launching companies, which under the new policy would send up communications satellites on unmanned rockets, have been battling opposition from the National Aeronautics and Space Administration, which argued they were superfluous.   But with the Jan. 28 loss of the Challenger, the space agency has come to what analysts have called an inevitable conclusion: Without this industry, the shuttle capacity would not be enough to send aloft a growing list of private satellites. The policy shift was confirmed by the space agency on Tuesday.   The private companies, however, will not be ready to launch for at least two years. While France and other nations pushed ahead with unmanned launching technology, the American unmanned rocket program has been nearly dormant and it will take that long to build the rockets and make the other arrangements necessary for a launching. Even then, the experts say, unmanned rockets will have a limited ability to replace the space shuttle.

NASA SHIFT MAY BE BOON TO ROCKET INDUSTRY

  Tumbling oil prices, which have made economists euphoric and brought glee to investors and motorists, are also raising fears that the nation may again allow itself to become dangerously dependent on foreign supplies.   Some analysts maintain that low prices will cause a sharp falloff in American production and a rise in consumption, a combination that could double reliance on imports by 1990 and risk a renewal of the disruptions of the 1970's.   ''The United States is now in the process of creating a substantially increased oil dependency for the 1990's,'' James R. Schlesinger, a former Defense and Energy Secretary, said. ''We are sowing the seeds of the next oil crisis.'' Mr. Schlesinger is to testify in the Senate Friday on the oil outlook. Danger of 'Complacency'    His fear is shared by many, including oil industry executives, some politicians and outside analysts, such as Charles K. Ebinger of Georgetown University's Center for Strategic and International Studies.

DROP IN OIL PRICES IS RAISING FEARS OF NEW U.S. RELIANCE ON IMPORTS

  Ivan F. Boesky, one of the most aggressive and feared arbitragers, is in the process of amassing a significantly larger war chest for his stock market forays.   Within the next few weeks he is expected to close a deal with new investors that will raise about $1 billion in subordinated debt and equity, about five times as much as he currently controls and considerably more than most of his competitors have available.   He will be the first player to have raised significant backing in Europe, according to arbitrage specialists, and the sheer size of his support has already stirred concern on Wall Street, for Mr. Boesky is likely to have an even larger impact on the stocks of companies that are potential takeover targets.

BOESKY BUILDS $1 BILLION WAR CHEST

  City investigators believe that someone at the Taxi and Limousine Commission tampered with the agency's records in an effort to obstruct inquiries into allegations that valuable taxi medallions were being given out in exchange for payoffs, law-enforcement officials said yesterday.   The tampering took place last Thursday night or early Friday morning at the commission's headquarters at 221 West 41st Street as the State Commission of Investigation continued an inquiry under way for weeks into allegations that officials of the taxi commission illegally issued excess medallions under a program to test diesel cabs, the law-enforcement officials said.   No yellow cab may be operated in New York City without a medallion bolted to its hood. The number of medallions - which now sell on the legitimate market for upward of $100,000 -is fixed by law at 11,787.

INVESTIGATORS ARE SAID TO BELIEVE TAXI AGENCY FILES WERE TAMPERED WITH

  President Reagan will endorse a report calling for action to curb acid rain, Administration officials said today.   The report says acid rain is crossing the border between the United States and Canada and causing environmental, economic and social damage.   The officials said the President's endorsement would come when he meets here with Prime Minister Brian Mulroney of Canada on Tuesday. The Administration's longstanding policy has been that more must be learned about the causes and effects of acid rain before any expensive containment program is undertaken. $5 Billion Program Described The report proposed no specific targets for reducing the sources of acid rain but called for a five-year, $5 billion program by the United States to develop cleaner ways of burning coal, a major source of the pollution that causes acid rain. Half the cost would be borne by Government and the other half by private industry.

REAGAN IS TO BACK STEPS ON ACID RAIN

  Markets    Most stocks rose in the second-heaviest trading ever as small investors swarmed into the market. But blue-chip issues retreated late in the session, with the Dow Jones industrial average giving up 0.60 point, to close at 1,745.45. The Dow had been up as much as 18 points. Volume was 210.3 million shares, marking only the third time that trading has exceeded 200 million shares.  [ Page D1. ]    Interest rates increased slightly on both short- and long-term issues. Analysts cited profit taking after the big rally, plus some nervousness among traders about the effects of economic data coming out soon and the OPEC meeting scheduled for the weekend. BUSINESS DIGEST: THURSDAY, MARCH 13, 1986

  The Justice Department today asked a Federal judge to appoint a trustee to take control of the A. H. Robins Company, charging that company officers had improperly spent money after the large pharmaceutical company filed for reorganization last year under Federal bankruptcy laws.   In a motion filed in Federal District Court in Richmond, the Government said that Robins was in civil contempt of an order requiring it to seek court permission before paying off debts incurred before it filed for protection from its creditors. Payments to Officers   A law-enforcement official familiar with the case said that Robins had improperly paid corporate officers and executives about $1.2 million in compensation, and had paid nearly $5.6 million in other debts.   The Richmond-based pharmaceutical company sought protection from creditors last August after it was besieged by damage suits from women claiming they had been harmed by its Dalkon Shield intrauterine birth-control device.

U.S. SEEKS TRUSTEE FOR ROBINS

  OPEN space in a New York apartment is rrtreasured, and those who have it usually want to keep it: few wish to see their open-plan living rooms or lofts diminished by walls and small rooms. Still, there are private moments even in a spacious, light-filled loft - times when you want simply to shut a door.   The problem is how to create a workable contradiction: a space that is open yet closed, or at least closable. Using specially designed sliding screens and folding doors, often inexpensive ones, New York designers have learned to smuggle sleeping areas and guest rooms into larger spaces in a way that keeps the original sense of openness intact.

  It was always the look on their faces that told me first. I was the freshman dormitory counselor and they were the freshmen at a women's college where everyone was smart.
