WASHINGTON, Jan. 10 - The Supreme Court today overturned the contempt fines that a Federal judge imposed on four Yonkers City Councilmen for their refusal to vote for legislation needed to carry out a public housing plan.   Opponents of the integration plan said they were encouraged by the ruling and would continue to seek ways to fight the housing program, but the Court's 5-to-4 decision, written by Chief Justice William H. Rehnquist, made little new law and cast no doubt on a 1985 ruling that Yonkers housing policy had led to illegal segregation.   The decision left open the prospect that the fines might be reassessed in the future if the Yonkers city government refuses to remedy the "consistent and extreme" pattern of housing segregation that Judge Leonard B. Sand of Federal District Court in Manhattan found five years ago as the result of a lawsuit brought by the Justice Department.   But the Court's majority said Judge Sand's order finding the four Councilmen in contempt for their refusal 18 months ago and imposing fines of $500 a day until they changed their votes on legislation needed to carry out the plan was not a "proper exercise of judicial power" under the circumstances that existed in July 1988. [Excerpts, page B8.]  #2 Councilmen Changed Votes At that time, the four had blocked legislation needed to carry out a plan to which the City Council itself had formally agreed six months earlier. Judge Sand imposed a fine of $100 a day on the city, to double every day, and a daily fine on each of the four Council members of $500.   After the fines were upheld by the United States Court of Appeals for the Second Circuit, both the city and the four Councilmen appealed to the Supreme Court. The Court refused to block the fines against the city but granted a stay of the penalties against the Council members. A few days later, with the city's fine approaching $1 million a day, two of the Councilmen changed their votes and permitted the housing ordinance to pass.   The Court today said that the fines against the city were appropriate but that Judge Sand should have waited to see if they would be sufficient before also imposing fines on the Councilmen.   "We believe there are significant differences between the two types of fines," Chief Justice Rehnquist said.
