The rules of the game will soon change. The score may or may not. After the votes have been counted Saturday night in South Carolina's primary and Wyoming's caucuses, the retail phase of the 1996 Presidential nominating campaign will be over. The wholesale phase begins Tuesday, with big clusters of primaries, many with big clusters of delegates at stake. The clusters will be so closely spaced that there will be precious little time for campaigning.
