The rules of the game will soon change. The score may or may not.         After the votes have been counted Saturday night in South Carolina's primary  and Wyoming's caucuses, the retail phase of the 1996 Presidential nominating campaign will be over. The wholesale phase begins Tuesday, with big clusters of  primaries, many with big clusters of delegates at stake. The clusters will be so closely spaced that there will be precious little time for campaigning.

COTONOU, Benin, March 1         Wherever President Nicephore D. Soglo has gone the last few days, whether pressing the flesh in roadside campaign stops or dancing briefly during a festival in the coastal city of Ouidah, he has been eagerly greeted by supporters with cries of "five more years."

President Clinton will grant a visa to Gerry Adams, the leader of the Irish Republican Army's political wing, but will not allow him any official White House meetings, the Administration said yesterday.         Michael D. McCurry, the White House press secretary, said Mr. Adams would receive a three-month multiple-entry visa that would let him proceed with a St.  Patrick's Day tour of New York City, Washington and Scranton, Pa.

For all their ideological differences, the Republicans on the eve of the first Southern primary were united on one thing: their drive to win favor with religious conservatives, a particularly potent voting bloc in South Carolina.         Senator Bob Dole and Patrick J. Buchanan have most aggressively courted these voters. But so have the two candidates who are viewed with the most suspicion by religious conservatives, Steve Forbes and former Gov. Lamar Alexander of Tennessee, neither of whom supports a Constitutional ban on abortion.

President Clinton declared today that Colombia, the world's largest cocaine producer, had failed to cooperate in the fight against illegal drugs, a determination that not only stigmatizes it but also makes the country ineligible for most American economic aid.         In the same finding, Mr. Clinton certified that Mexico, an important free-trade partner, was cooperating with international efforts to stop such narcotics trafficking, even though it has become a major conduit for illegal drugs smuggled into the United States.

Contradicting assurances made to the International Monetary Fund only a week  ago, Russia's Finance Minister has proposed a broad increase in import tariffs.          The plan, which would raise tariffs by an average of 20 percent, appears intended to boost the political fortunes of President Boris N. Yeltsin by raising revenue for new social spending. It could also placate angry farmers and industrialists hurt by foreign competition.

Corrections

The listing of lottery numbers yesterday gave an incorrect number in some editions for the New Jersey Pick-6 Lotto of Thursday. The winning numbers were 1, 6, 10, 15, 24 and 30, with the bonus number 74628; the sequence did not include 16.   

Whatever happens, Benin will be a determining factor in the intellectual discussion that is already under way about whether democracy can survive in Africa.   

No Headline

The Boeing 757 that crashed off the Dominican Republic on Feb. 6 had a faulty airspeed indicator, and the crew wrongly believed it had sufficient speed to maintain its altitude, according to Dominican officials.         Initial data from the flight data recorder, which was recovered Wednesday by  the United States Navy, showed that one of the airspeed indicators was recording 335 knots, which would have been more than adequate. But data from ground-based  radar showed a "much lower" speed, the officials added.

Hundreds of somber onlookers watched today as firefighters lined up bodies on an Andean hillside where a fiery plane crash killed 123 people. The plane, a Faucett Airlines Boeing 737, went down on Thursday night five miles outside Arequipa, Peru's second largest city.         Fifty-one foreigners, including two Americans, were aboard the flight. The Transportation Minister, Manuel Vara Ochoa, said that 103 bodies were recovered  by midday, but that everyone aboard had been killed.

NEWS SUMMARY

Because of an editing error, a front-page article on Tuesday about homosexuals in the military misstated the Air Force's policy on keeping track of the number of people discharged for homosexuality. The Air Force does tabulate the number, but a change in record keeping makes it impossible to compare the figures for the fiscal year 1995 and the previous year.   

An obituary last Saturday about the soprano Dorothy Maynor credited her with  one recording incorrectly. She did not record the role of Leonore in "Fidelio" with Toscanini.   

An article in Business Day last Saturday about an increase in European film production misidentified the German company that recently agreed to buy American films from Hearst Entertainment. It was ZDF, the German television network, not  the Kirch Group.   

Because of an error in computerized page design, a label was misplaced in some copies yesterday beneath a front-page picture of a meeting of television network executives with President Clinton and Vice President Gore. The reference to the President should have said simply "President Bill Clinton." The "Disney"  label was for Michael S. Ovitz. The Times regrets the error.          In some editions, the caption and the related article misspelled the surname of one executive and misstated his affiliation. He is Peter A. Lund (not Lundt), president and chief executive of CBS (not ABC).

Prime Minister Felipe Gonzalez loves bonsai trees and has spent long hours tending his collection, alone in the recesses of the official residence.         But just as the campaign for Sunday's general elections got under way, Mr. Gonzalez startled his supporters with the announcement that he was donating his beloved bonsai to the Botanical Garden of Madrid. The gesture seemed to indicate that Mr. Gonzalez was cleaning house, apparently recognizing that a new tenant will occupy the Prime Minister's residence after the vote.

The mountainous, snow-swept Bosnian town of Han Pijesak is surrounded by American troops. It is inside the American peacekeeping zone in eastern Bosnia,  and soldiers assigned to the regional headquarters of the United States Army's First Armored Division could reach the outskirts of Han Pijesak in a leisurely hike.         But the Americans usually steer clear of Han Pijesak, the base of operations  for the man accused of the worst atrocities committed in Europe since World War  II: Gen. Ratko Mladic, the commander of the Bosnian Serb military. He has been indicted by an international war crimes tribunal for the deaths of thousands of  Bosnian Muslims.

The International Tribunal for Former Yugoslavia indicted a Bosnian Serb general today on charges of war crimes that include the shelling of Sarajevo, making him the second indicted suspect in custody at The Hague and by far the highest ranking.         The Bosnian Government arrested Gen. Djordje Djukic, 61, near Sarajevo in January and extradited him to The Hague two weeks ago. He was in charge of logistics for the Bosnian Serb army and was a close aide to its leader, Gen. Ratko Mladic.

A newcomer from Cuba with no job or familiarity with American ways, Juan Pablo Roque seemed too much of a burden to the young single mother of two children who had left Cuba 30 years earlier.         But Ana Roque, 35, said he was persistent and impressive. He did not mind her children tagging along on their dates. He had a master's degree in history and had been a major in the Cuban Air Force, yet he also knew how to fix a broken window.

It was a scene that Argentina will not soon forget: blood oozing from the white headscarf of Hebe de Bonafini, the 67-year-old leader of the Mothers of the Plaza de Mayo, who was beaten by the police last week as she tried to intervene in a student protest that turned violent.         While many Argentines condoned the use of armored cars, rubber bullets, tear  gas and clubs by the police to quell the rowdy demonstrators, who were protesting the introduction of university entrance exams, they expressed outrage over the battering of Mrs. Bonafini, who has come to symbolize Argentina's struggle against military repression.

In a televised address tonight, President Ernesto Samper called the United States decision to decertify Colombia as an ally in the fight against drug trafficking "deplorable," and vowed that Colombia would "re-examine and re-evaluate the terms of bilateral cooperation in the anti-drug fight."         Mr. Samper, who is battling for political survival against allegations that he solicited more than $6 million from Cali drug figures to finance his 1994 election campaign and engaged in a cover-up afterward, said that not he, but "the Government, the institutions and the Colombian people" had been "condemned" by the decision.
