The debate in Hartford tonight between President Clinton and Bob Dole will begin at 9 P.M. It will be broadcast on the ABC (Channel 7 in New York), CBS (Channel 2), NBC (Channel 4) and PBS (Channel 13) television networks, and on CNN and C-Span. National Public Radio will also broadcast the debate.

Suddenly, a Mood of Danger in the Mideast

Two years after the start of construction on the world's largest dam in China's scenic Three Gorges area, the extensive rescue effort that had been envisioned to save some of the country's best-known cultural antiquities has yet to begin. Instead, it is mired in a rancorous dispute pitting hundreds of historians and other scholars against Government engineers who are pushing to complete the mammoth project.    In an unusual public challenge to Communist Party authorities, 56 leading cultural figures recently petitioned President Jiang Zemin to intervene in the dispute and insure that the cultural treasures of the Yangtze River region are preserved. If he does not, they have threatened to dramatize the Government's lack of interest by making public an inventory of archeological and cultural sites and the plans for how they could  be saved.
